Federal investigators have put the stop to a sophisticated cheating operation targeting commercial driver’s licenses at multiple Wisconsin Department of Motor Vehicles (DMV) offices in the Milwaukee area.
According to a complaint filed in the United States District Court for the Eastern District of Wisconsin, an underground network used concealed Bluetooth earpieces, remote assistants, and payments to help applicants beat the commercial learner’s permit (CLP) exam.
The scheme operated between June and December 2024 across at least four local DMV offices on North Teutonia Avenue, West Mill Road, West Grange Avenue in Glendale and College Avenue in South Milwaukee. Applicants paid as much as $1,690 for the illegal assistance, some via digital money transfer apps.
Investigators say the ring was managed by an individual identified in the complaint as Jaspreet Singh, who allegedly recruited friends and associates, particularly within Milwaukee’s South Asian Indian community, to secure CLPs through cheating.
Under the arrangement, test takers sat at DMV computers with concealed Bluetooth earpieces, often hidden beneath a turban, while a helper listened in from outside and relayed answers in real time. (RELATED: House GOP Blocks Dan Crenshaw From Foreign Travel After Alcohol-Related Incident)
Although the knowledge test was allegedly completed via cheating, none of the documented operations resulted in a CLP or full commercial driver’s license (CDL). The Wisconsin DOT, having been tipped into the investigation, reportedly withheld permit issuance under the guise of clerical errors or system glitches.
The defendant, Singh, has been charged with conspiracy and wire fraud, tied to the electronic payments for the cheating services. The case raises broader concerns about the integrity of professional licensing systems and public safety implications.
Problems regarding the issuance of CDLs have been an issue across the nation. Particularly in Democrat-led sanctuary states, CDLs were issued to illegal immigrants from across the world. In response, there have been several operations and arrests, including the withholding of over $40 million from California over English proficiency tests for drivers.
“Wisconsin DMV’s CDL Audit Unit works diligently to ensure the continued integrity of Wisconsin’s CDL training and testing program, working closely with law enforcement and our partners at USDOT’s Federal Motor Carrier Safety Administration,” said the Wisconsin DOT in an emailed statement.
