Janesville is facing a critical decision as the City Council considers an ordinance that could limit where the homeless can sleep overnight. The proposed ordinance would eliminate the Hedberg Public Library parking lot as an approved location, leaving the North Jackson Street lot as the only option.
For years, the city allowed homeless individuals to stay in their vehicles at these lots, but growing issues at Hedberg, including fights, drug use, and public defecation, have led to concerns about safety and the library’s role in providing social services, according to WCLO.

Library Director Eric Robinson highlighted the challenges, noting that the library is unequipped to manage these issues, which have alarmed patrons and affected the library’s atmosphere. While some homeless individuals maintain cleanliness and follow the rules, the overall situation has deteriorated, impacting the public’s perception.
If approved, the ordinance would force those staying at Hedberg to move, with some expressing concern about their ability to find alternative shelter or afford the gas to relocate daily. The change is slated for September.
