A Wisconsin Democratic state representative is facing an ethics complaint alleging he bypassed local campaign finance limits in his La Crosse County Board race by routing donations through his state Assembly campaign committee.
The Complaint
Chris Muller, a fellow County Board candidate, submitted the complaint Tuesday to the La Crosse County Clerk’s Office. At issue are multiple $1,000 donations listed in a recent filing by Rep. Steve Doyle’s “Friends of Steve Doyle” committee — well above the $500-per-individual annual cap that applies to county board candidates in districts with populations of 25,000 or fewer, according to guidance from the clerk’s office.
Doyle’s committee reported at least five such $1,000 contributions during the January 1 through March 23 period, from donors in Milwaukee, La Crosse, and California. The committee — originally established to support Doyle’s state Assembly campaigns — reported nearly $14,700 in total contributions during that period, with a cash balance exceeding $1 million.
The Core Problem
Muller’s complaint asks the clerk to clarify how contributions are being allocated between the two races and whether county-specific limits are being enforced. It also raises concerns about the potential commingling of funds across both campaigns under a single committee.
“Transparency and accountability are essential to maintaining trust in our local elections,” Muller said. “When voters see potential inconsistencies in campaign finance reporting, they deserve clear answers and equal enforcement of the rules.”
Critics argue the arrangement could allow donors to gain influence at multiple levels of government while effectively sidestepping the stricter local contribution limits designed to level the playing field in smaller races.

Doyle’s Background And Response
Doyle has served on the La Crosse County Board for decades and has represented his Assembly district since 2011. He did not immediately respond to requests for comment. His committee’s filings list the contributions without specifying which race they support, though some are flagged as “local race” contributions.
